St. Clair County residents facing eviction, foreclosure, or homelessness may be eligible for financial assistance for rent deposits, rent, mortgage payments, or delinquent real estate taxes. The Emergency Services office offers counseling, provides financial assistance, and can help to identify safe, affordable housing. The applications for these benefits are only taken when funds are available for financial assistance. Payments are made directly to landlords, housing managers, and lenders on behalf of the eligible tenants and/or homeowners. Rental property owners are encouraged to list their properties with the Emergency Services Office if they would like to have referrals from the program.

Rent/Mortgage Assistance Guidelines

General rent/mortgage assistance program eligibility requires that the applicant be at risk of becoming homeless due to delinquency on their rent or mortgage payment through no fault of their own and must have exhausted all other available resources.

The applicant must provide documentation to substantiate a reduction in income or an increase in expenses causing the delinquency.

The applicant must be a resident of St. Clair County and have lived in the unit a minimum of 6 months and responsible for the rent/mortgage of the housing unit where the assistance is to be paid.

The applicant must have a current source of income and have a reasonable plan and budget in place to show an ability to meet future obligations.
